Early failure of low energy bulbs?

I have an energy test meter, The 11w ones i tested used between 18 and 21 watts.
The original ones i paid good money for are still going strong over 10 years old, The
ones i got from tesco for 1p dont last very long.
The short spiral ones dont last as long either.
I did not realise they dimmed with age, Until i fitted a new one in the bathroom and thought
