Slow download speed, exchange is Amber

My exchange is showing an amber state.
My ISP tells me that there are capacity issues at your exchange, BT are aware and acknowledge the fault but provide no fix date.
Is there a service level agreement whereby these issues have to be fixed?
Is there anything else my ISP can do (not LLU so its BT kit at the exchange) to expedite this?
My ISP have told me that I have been moved on to a Virtual Path with more consistent acceptable speeds whatever that means. I havent done speedtest yet, but last night when I used the internet briefly it didnt seem any faster.
Thought & suggestions welcome.

There is no SLA on home ADSL. The BT speedtester does show lower limits for acceptable speeds but they are so pathetically low you'd probably beat them with a line constructed from wet spaghetti.

Both the Amber status and the term "Virtual Path" relate to the backhaul from the exchange into the BT internal network. These problems are normally fixed by BT quickly so it's possible your exchange actually needs more fibre - normally it's configuration only work.
There's probably nothing you can do about it if there is no LLU operator to switch to. It may be that a different ISP may be routed through a less congested VP but there's no way of knowing if that is so or which ISPs.0
