    But not enough! I'm a fairly wealthy person now but I have been on my uppers in the past, and I have been a tenant as well. These so-called landlords need to be brought to book before they completely ruin the perception of those of us that are responsible and law abiding. I will stop before my incipient rant starts.     I have a plan it's a little complicated, but in a casual "chat" with someone who could be in a position to say yes ( nuff said), the response was it works, trouble is, it upsets left right and centre, and would never get the political consensus.

    (And no it has nothing to do with the BNP or similar "policies")

    The last post is one part of it, people have aspirations beyond their capability and willingness, but will vote for those that will offer it (that keeps jobs worth in the job, and their elected masters. And publishing "free newspapers" telling us what a great job they do, rather than quietly get on with the job).

    It's a human right, but some rights are more equal than decent hard working people, and just average layabouts, who are lumped in with those that need to be somewhere they can get help or keep the rest of us safe from their feral behaviours, and all abandoned on council and RSL estates.
    Stop! Think. Read the small print. Trust nothing and assume that it is your responsibility. That way it rarely goes wrong.

    So Channel 4 (The Great British Property Scandal) spent 6 months trying to find a way to finance the refurbishment of empty properties. Government had no money to spare (well, we know that don't we? That's why there was a national strike this week. Gov trying to claw extra money from wherever (ie pensions) they can).

    Councils had no money to spare either (well, we knew that too).

    In the end, the paid themselves to do up ONE property and arrange for a poorly-housed family to move in.

    Well, that's sorted the housing crisis then!

    ( And I spent an hour being repeatedly told every 5 minutes what a scandal it was that there were empty homes and that the programme aimed to show how the problem could be solved.......)

    The duty to inspect would fall on the LA in which the property is located. They should have scheduled inspections. It is not the duty of one LA to tell another LA how to manage their HMOs. Perhaps Channel 4 were better placed to "GET THE RELEVANT EH AUTHORITY NOTIFIED"...?

    Such is the nature of aspiration. One wouldn't have to step back more than a handful of generations to find tales of using outside toilets. I'm sure you wouldn't wish to project that experience onto a 21st century tenant, would you?

    Many towns outside the SE, and particularly in the North, have low demand housing. Families simply do not aspire to live in Victorian terraced 2 up, 2 down street houses with a tiny back yard. They want a modern house, with a garden. And in many areas that is a realistic aspiration. That is why pathfinder was introduced. To provide what people wanted.

    Probably not. But in my own family we'd just have to go back one generation to find a family with an outside lavvy. Except that outside lavvy wasn't even plumbed in. My German granny had to empty that bucket into the cesspit on a regular basis.

    I'll grant you that family size is one reason. But the other is decline and stigma. As the modern estates grew, away from the city centres, the street houses fell deeper and deeper into decline, until they became the dumping ground for the difficult to accommodate. Once that happened, demand fell and the dumping increased. Eventually, some private landlords realised that they could make good money by leaving the properties empty and relying on capitol growth instead. That simply added the "broken window" effect and the areas fell into further decline. Take a look at the areas covered by the pathfinder schemes and you will see why steel shutters are more prevalent than glass.

    all victorian housing in my experience has outside toilets - 2 stud walls a door and a bit of plumbing brings it inside - no reason this cant be done here

    as for your family arguement - why not knock through 2 doorways (1 front of party wall, 1 back) in 2 adjoining properties and make large 4 bedders? lack of thinking imo
