Passport countersignature?

Has anyone had to get this done recently?
I need to have dd's photo countersigned and the guy who usually does them for me doesn't have his own passport.
I know they are asked to give their passport number, but is it essential for them to have one?
Also, how rigid is the list of professions? My friend may well fit the bill and does have a passport, but I'm not 100% sure and we are going in 5 weeks so I can't afford to gamble with it!
Any thoughts/ideas?

I know someone who used to be in the forces but that doesn't count now, unless they were an officer.0 -

She works for a charity but also runs our local branch of the Foresters, but I don't know if that would count?
She was a parish counsellor until quite recently, but I don't think that counts as its in the past...
The chairman of the charity she works for is a trustee and knows me well but the charity isn't VAT registered. They are registered with the charity commission and submit their accounts on time etc - would that make any difference as they can be checked out?
I have asked a Uni friend who is now a teacher, and I'm praying she has a passport!!0 -

She is home-ed and has only been to our GP twice in her life.
I do have a dental appointment tomorrow though...0 -
If the passport is for a child, then the countersignatory is signing to confirm they know you, not your child, so your child's teacher may not be the best person.Over futile odds
And laughed at by the gods
And now the final frame

they need a valid passport, I countersigned one for a friend then realised my passport had expired0

What does your friend actually do? It's the profession that counts, not who their employer is. That she works for a charity is irrelevant. Charities employ cleaners, for example, and they wouldn't be allowed to sign a passport just because they work for a charity. Only managers or directors of charities count (and it has to be a VAT reg. charity, which I do find a bit strange, but I suppose it's a way of restricting it from all the zillions of tiny 'personal' charities there are out there.) So if the Forsesters group is VAT reg, that would do, but if not, no.
pub licensees can sign - do you have a regular you go to? You don't know anyone working in a medical field- doctor, nurse, etc...
If the worst comes to the worst if you go to a very small solicitors/accounting firm (one-man-band type), plenty of them will sign for you for a small fee. I know they shouldn't, and I'm not really recommending it, but it does happen a lot.Cash not ash from January 2nd 2011: £2565.:j
OU student: A103 , A215 , A316 all done. Currently A230 all leading to an English Literature degree.
Any advice given is as an individual, not as a representative of my firm.0 -

I know her job won't count. That's why I said what she does to answer the question but then went on to say she runs the local foresters branch and I'm not sure if that will be ok.0
