TV Licensing taken 4 payments from my account - now overdrawn.

agreeably their systems should have checks in place, but not having them in place doesn't necessarily make them liable for the fees. For example, if op went through the checkout 4 times, each time ignoring confirmation emails/pages ect, then it's not their fault if op then went over their limit and incurred fees (even if they would be entitled to cancel the additional ones).
However in this case it sounds like it could have been a technical error.
If sending a letter before action though, i'd give them 14 (or even 21) days to respond. 7 days is not reasonable, when you consider 2 working days for it to arrive there, 2 working days for a response from them to op, that leaves 3 days (of which one is a 'working day') for them to acknowledge & investigate the issues (which no doubt will include passing to query between departments and getting authorisation from different people).0
