Where's the Scottish Banner?

Perhaps it's just me (I'm logging in from work), but I can't see that the page banner has changed ...

    I was F5ing at work all lunchtime and it never appeared ... but now I am home, I can see it :)

    Must be the settings at work. They probably don't want me to save any money.

    It's all to do with scottish independence, you can only see it in scotland.
    Us Sassenachs are not supposed to see it.;)
