    The actual 'paypal on collection' scam is in the following thread although there is no guaranteed way round it unfortunately. However it does pay to understand the risks before you do anything and I assume that is what the seller in the OP is trying to do:

    It's counter productive really because it will put off potential genuine buyers who don't understand why it's being done. They will end up with less bids in the end.

    That's one of the reasons I don't think it is foolproof, he also has the problem of risking being reported for exessive postage charges .
