Underfloor Heating

Living in a house with underfloor heating. The more I work with it, the more confused I get and the less I know about it!
There are 6 stats in the house, each of which control 2 thermic actuators (I think that's what they're called), which are placed on the return pipe. Each thermic actuator relates to a room or area, so each stat controls 2 rooms. I tested all the thermic actuators to make sure they work and that the stats control them. The oil boiler is set at 55 degrees (the minimum setting) and each stat currently at 15 degrees, however due to the cost of using it last year, haven't switched it on this year.
Basically what I would like to know, is how does a system like this operate?
Let's say I have a stat in the room set to 20, the temperature drops below this, what happens then? It obviously triggers the boiler, but how?
Why is the thermic actuator attached to the return flow pipe?
Is it better to have the boiler slightly higher temp so that it doesn't have to kick in as offten or is any benefit lost to it having to heat the water to a higher temperature?
