Car Insurance No Claims Lost Even Though Blame Never Proved

My son in law did send photos into his then insurer as evidence but they have never settled the claim as the other driver who is the one claiming, not my son in law, is saying it is my son in laws fault.
They may have settled (possibly on split liability) and not made this clear to your S-i-l.
So his first complaint aimed at his original insurer should be about the length of time they are taking to resolve the claim.
Then he will find out whether or not it has been settled. If not, then he can ask them to resolve the claim, and if it has been settled with any liability accepted by his insurer then he will have to decide whether or not to pursue the complaint over this.
But the (second) complaint to his current insurer regarding them wanting to put up his premium for no reason should be straight forward (assuming they did note down the claim in his particulars when supplying the original policy documents - and he had supplied the correct (reduced) NCD details)!0
