Rates and water charges - just curious.....

On my "estimated" bill the standing charge for water is £17 and the variable charge is £50.15. So multiply these figures by 3 to get the real charges (i.e. in 3 years time). I can't give figures for sewerage as I have a septic tank.0

Here's what the bill says;
"There are two elements to both the water and sewerage charge, a standing charge of approx £51 for water and £48 for sewerage and a variable charge which is based on the capital value assessment of your property. The capital value is what is also being used to work out your domestic rates from this April and has been assessed by the Valuation and Lands Agency."
For reference, my capital value is £170000.0 -

Please be aware that we already pay approximately 30% out of our rates to water and sewerage and now we are getting another seperate bill for the same bloody thing!
Please don't believe the govt. when they say we don't pay in our rates - this is a blatant lie!
Did our rates reduce when the govt. say we stopped paying in our rates? NO OF COURSE NOT!
REDUCE MY EXTORTIONATE RATES BY 30% AND I WILL PAY NEW WATER BILL!
I WILL NOT BE PAYING THIS UNFAIR TAX - LETS STAND TOGETHER AND DEFEAT THIS STEALTH TAX.
REMEMBER -current rate valuations are based on 2005 figures so lower than what they will be in 2010 when they are due to be revalued and guess what the Water Service is due to be sold off then also!! Imagine that - what a coincidence!! P.S I work on the inside - at the moment unless I lose my job under our new restructuring!0 -

I have a few more questions:
I was aware already that a percentage of our rates goes towards water and serwage, so what will happen to his percentage now that water charger are beinf introduced.
The Assembly is due to be up and running after the March elections, will this have any effect.
I am very curious still to know what will happen to our peace money.0
