    Any refund should be directly from the PWC, the NRP is given a chance to deny paternity at the outset of a case - as a taxpayer, why should I have to pay for the refund?

    I can live with that.
    Obtaining monies by deception still rings true though, and prosecution, paid for by the state, should still follow

    The CSA would have no way of knowing whether the NRP *is* an NRP...it's down to the PWC and the NRP to raise any doubts.

    The hypothetical in #1 was that the father found out that the child wasnt his and wether he should get a refund.

    In my book, yes he should, regardless of anything else

    So the whole innocent until "PROVEN GUILTY" doesn't apply to the CSA then...?

    So you might aswell ask every father, mother and child to undertake a DNA test before they use the CSA. Which of course will cost more money, when a very good percentage of DNA testing isn't required.

    The CSA is just a state debt collection agency. The information they hold is correct unless disputed by the NRP.
    I made a mistake once, believeing people on the internet were my virtual friends. It won't be a mistake that I make again!

    Whomever the mother decides to name as the father is pursued by the CSA. The man needs to prove that he is not the father by paying nearly £500 for a court-approved DNA test (which is refunded if the test is negative). However, I am sure a lot of 'fathers' would struggle to raise that amount of cash, which they may not get back.
