Still isn't benefit fraud. it is still looking for work. And she could take a temp job for a few weeks until the other starts.0 -
She can claim. She'll need to be prepared to look for (and accept) temporary work or permanent work with a closer start date - as long as she agrees and complies she'll be paid and will not be committing fraud.
This happens all the time, it's far from rare.0 -

Of course she can sign on for JSA she can look for other work in the meantime. What if her new job start is delayed or falls through? Thanks for the comments so far guys. It seems a bit crazy that we get penalised for making such an effort and getting something sorted so quickly but that's the way things work I suppose.
In what way are you being penalised? It's the same for everyone, the clue is in the name - Job seekers allowance. You have to seek a job to get the allowance.
There is no reason why she cannot claim if she continues to actively seek work in the interim period. Never know - she might find something that's an even better deal whilst she'd looking.0
