Homebase- Group 4

Family member (silly billy) parked for 6 hours in Homebase whilst they attended work programme. Been caught on camera & nowhas a ticket for £75. Do they have to pay this? Can anyone advise please? been given 7 days to pay. also this person is disabled (if it makes any difference). Thanks in advance for anyone 'in the know'
As their not working, £75 is obviously an awesome amount of money - can they offer to pay £1 per week or something???
