What do you mean by a 'BT area'? It depends entirely what is available LLU on your exchange (and of course on your definition of 'best'-do you mean the cheapest?)
Do an exchange search on https://www.samknows.com for the LLU options. No free lunch, and no free laptop0 -
Hi,ta for the link, its seems to be pretty much everything, but just broadband only, not necessarily the cheapest, but the most reliable..0

- BT Wholesale ADSL
- BT Wholesale ADSL Max
- BT Wholesale WBC (21CN)
- AOL LLU
- O2 / Be LLU
- Bulldog LLU
- TalkTalk (CPW) LLU
- Sky Broadband / Easynet LLU
- Virgin Media (Cable)

O2 / Be LLU - The BE option is truly unlimited and there is no protocol shaping/limiting. (To keep things fair, yes there is a FUP, but this has only ever been invoked on accounts being used to send SPAM emails via BE's SMTP server). Won't be the cheapest option though. But you don't have to take a line rental or calls package with them. Customer service is based in Sofia, Bulgaria but is very good.
TalkTalk (CPW) LLU - to get LLU then you need to take a line rental and calls package with them, so the broadband is effectively "free". If you take the Plus package then broadband is (currently) unlimited (subject to FUP), else the standard limit is 40GB (with an optional 40GB boost for £5 per month). Pray you don't ever have to use telephone customer support though.
Sky Broadband / Easynet LLU - as per TT, I think you need to take a line rental and calls package to get LLU. I'm not sure of their download limits, but customer service is supposed to be better than TT.0 -
So if you don't want VM cable, the obvious choices there are O2 or Sky.
£5 discount on O2 if you can reg an O2 mobile number. No free lunch, and no free laptop0 -
ALL broadband suppliers require a landline, except VM which is cable. Was that £20 all-in with O2? (Landline, calls and broadband).
I'm currently with BE (for everything). I pay £14-ish for landline rental and Anytime calls package, and pay separately for Unlimited broadband. Not the cheapest option but I am happy with what I get.0 -
You need to have a landline to get any ADSL broadband service.
Without, your only option is VM cable.
Edit: bod beat me to itNo free lunch, and no free laptop0 -
