There aren't penalties as such but A&L won't accept the YBS transfer form and want you to call an 0870 type number. Read this thread:

someone has kindly found an 0800 version of the premium rate number for A&L.

You need to set up the YBS one before starting the transfer process though.

It's not very common, but they can, and A&L was one that used to.

Yes our ISA's start with 608 so I guess we are with the 5.70% crowd, so probably worth staying put.
