I'm a straight white female, I feel discouraged from applying because it sounds like they want to employ from ethnic minorities and would judge me because I'm not.
Take heart, if they've written something like that in the job ad, they must have a HR department and thus have some kind of policies to treat everyone fairly and comply with employment legislation.
They won't discriminate against any minorities, yes, which although great, doesn't help you. However, if they are the kind of employer who does things by the book (the job ad suggests that), equally, they won't take one look at you and go "you look of child bearing age, no job for you in case you run off on maternity, demand flexible hours and keep calling in sick because your kids have a sniffle."
Could be good news for you after all! Put in an application and see what happens. You never know, this job could end up being the one. Best of luck.

Why on earth would you be discouraged?
I think youve misunderstood that statement as meaning they will choose a minority over a majority individual for the job. That's not what the statement means at all. I guess its just to make it clear they are an employer who takes employment laws seriously, including equality laws, surely thats a good sign? You want an employer who knows they need to act within the law.0 -

This is positive action which is different in fact if you read your own link it explains it clearly.
What is 'positive action'?
Positive action is where an employer provides support or encouragement to a particular racial group. It is only allowed where a specific racial group is, or has been in the previous 12 months, badly under-represented among those doing particular work, either:- nationally
- locally
- within an employer's own workforce
This does not mean that employers can discriminate in favour of the members of the group when it comes to choosing people to do the work or fill the posts, that is unlawful discrimination.
Positive action is not the same as 'positive discrimination', which is where members of a particular racial group are treated more favourably just because they come from that racial group. Positive discrimination is unlawful.
