    So you're saying that the driver doesn't have to prove that the PCN was removed or not received ? They can just say it and the adjudicator will let them off right?

    I think you're onto a winner there mate. Go and setup one of those websites promising the "Get off your PCN guide" for £10 a time. I'm sure you'll be rich by XMas.

    You've not read my post properly. I'm saying it's impossible for the driver to prove who removed a ticket - it just isn't physically possible. So to make a statement that they DO have to prove it is complete nonsense.

    Would you care to point me to the part of my post ( or any other post I've made ) that says you can "get off" a council ticket purely by claiming "someone removed it" or "I didn't get the ticket" ?

    Beleive it or not (and frankly I don't really care) people have gone to adjudications with witnesses, mobile phone footage, shop CCTV footage etc. When it comes to beating the traffic warden and the parking authorities you'd be surprised how strangers will support each other.

    I agree its rare but it certainly isn't as 'impossible' as you claim. Someone once even filmed a council employee putting PCNs on cars, photographing them and then taking them off and moving onto the next car. Parking is a strange world and a lot of the people in it go into it purely to try and settle their sick vendetta against the world.
