Not as expensive as buying coffee/tea at a cafe all day.

but the company isn't doing that, are they? But they provide drinking water in bottles?

Eh? Who said anything about the company paying for anything? Whatever the OP decides to do will be at their own expense, and buying bottled water to brew your own is cheaper than buying from a cafe.

I asked where they get the drinking water from since they said they would have to wash cups up in the loo - hence me asking Doesn't the employer have to provide drinking water?

Use the sink in the toilets to fill up the kettle .. the water has boiled so no problem
Take a cool box with a sandwich and your milk and coffee in each day or use a flask.
Free stuff is not free.. it is paid for by the employer and as your employer is already looking at cutting costs by moving offices I would be more worried about keeping my job than the freebies I used to take for granted.

I worked for a company who provided a vending machine that only sold coffee and a drinking water fountain.

People asked if we could have a kettle to make other types of hot drinks, and a fridge to keep milk and packed lunches in. They said no but were welcome to provide our own.

One lady managed to get everyone to donate a bottle (alcohol/pop/sauce/shampoo/etc) and she set up a bottle tombola. It was good fun for little cost each and we raised enough to buy the fridge, a kettle and a toaster :D
Here I go again on my own....

We have free tea & coffee at my place of work (and also a free vending machine). If I had my way I'd lose the "free" bit. Maybe then there would be less rubbish (think dozens of discarded plactic cups) scattered everywhere.

17p for two litres isn't expensive.
