what we decided to was one guy has agreed to pay most people's rent for the month so i can just pay my share of the rent that way, i just really hope we get our deposit back....

The Council tax will have to be paid.
Who's name is on the bill? This is the person who is liable for it.
If all of you have been sent a bill then you are 'jointly and severally' liable for paying the whole amount, which means any of you can be chased for the full amount. You can't just pay a part of it in full settlement any more than you can pay a fifth of a gas bill.
If however, your landlord's name is on the bill, then he is responsible for paying it.(AKA HRH_MUngo)

The Landlord will have to give you a detailed list of the deductions from the deposit. Check over these and see if they are correct. He must have a reciept for all works required to be done to bring the property back up to the standard it was first let in. If he doesn't then you can take him to the small claims court to get the deposit back.
If he doesn't play fiar as mentioned above i would check with the council to see if he has registered the property as a HMO. Also, has he provided gas safety certs? These are also compulsory and something LL sometimes overlook.

i highly doubt the property is registered as a HMO considering all their post comes to the address and they come by to pick it up whenever they like....
nope, no gas safety certificates...cooker barely works, some guys who came to look at it said it was something to do with the pressure??

Is any of the post mortgage related, standard ways to get deposit back regardless, it's all illegal / fraud stuff so feel good about teaching him a lesson:
people you can grass (or threaten to - I usually threatened, got the deposit back then did it for fun later):
Health and safety executive gas certificate - it's criminal not civil offence :rotfl:
Council re: HMO, and gas certificate - fine up to £20k :rotfl:
Mortgage co. : If not officially BTL and residential mortgage they bump up his rate or can even repossess:rotfl:
Inland Revenue: If not officially registered - think he's really paying all his taxes?:rotfl:
