I wouldn't rely on that assumption unless you've followed the procedure to the letter. There are numerous loopholes in the Paypal guarantee.No free lunch, and no free laptop

Anyway, a quick update: the seller has agreed to refund me - albeit out of fear of his 100% positive feedback being tarnished than any concern that he'd sold me a blocked phone - but the fact that I won't have to go through eBay or PayPal's dispute system is excellent and a great weight off my mind.0
