I have no way of knowing if the wall was damp before, it was newly decorated as I moved in, maybe because of a damp wall, I have no way of knowing, equally I guess I would have no way of proving it wasn't because of the cable. I'm just hoping it not going to cost me a lot of money. I can't see any external damage at all. Thank you for your replies everyone.
as i stated earlier the sooner you inform the landord the better as if be inspects and find this it could cost you a lot of money.
if its just the hole it will be a simple job to repair, most likely more silicone sealant or that expanding foam and a bit heat in the room directed at the damp will cure it0

Does the cable come straight down then into the hole or does it loop down and back up to the hole?
(it should loop to prevent water coming down it).0

As the OP says this started after the installation then this is most likely cause
It's not the most likely cause at all, if the cable is sealed on the outside no water will get in. When the OP moved in it was newly painted, this would have hidden any damp, it could easily take a few weeks to show itself again.0

Even a few months. In my experiences houses with damp tend to dry out during the summer and the beginning of water when the temperature drops and damp starts to appear on outer-facing walls, around windows, ect.
I'd be interested to see how it was formed around the hole, but agree it could well be the house has damp issues in areas and thats just one of those areas.
I'd also be inclined to mention damp to the landlord and see if he has had any issues in the past. At this point advise him/her of the issues and see what they say/recommend. Atleast this way it reduces the chance of him conveniently passing the buck as in many cases damp or mould is down to a structural problem.0
