I especially like the bit about "Owners" being responsible for the penalty. This could be confusing, our car owned by MIL, RK is other half and I drive it.

So basically, they want to say "bring back charges so we can scam more motorists in hospitals in Scotland and Wales"

On the basis of this spiel what Monsieur Troy seems unable to get through his head (though he's hardly blameless as Parliament has failed to do exactly the same) is that the establishment of an appeals service must, perforce, presuppose the existance of a firm legal basis for the imposition of parking charges and that such charges do not represent penalties.
The making of such assumptions will ultimately make a mockery of justice but without such underpinning principles no appeals service can operate. Its a farce.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

As HO87 points out what's any appeal system going to be measured against, are all tickets attached to cars or sent to owners going to have to conform as does an official PCN/NTO?
What about sign-age, car park markings, and bay sizes, also a grace period before and after parking before a ticket is issued. Who is going to ensure the issuing person has followed the correct procedure?
What's going to happen with blue badges, and what happens if you get ticketed for using a disabled bay don't have a badge but prove you are disabled?
I would also assume as retail outlet/supermarket time limit parking is supposedly to stop abuse, then anyone who gets a ticket who then produced a receipt from the retail outlet/supermarket would have to be allowed their appeal?
The whole idea is mad, why don't the government just say if you want to control your land stick a barrier system in, or a man in a kiosk, then the people can decide to use it or not.0 -

Gov to fund, then the RK (not necessarily owner) will be sent invoices and driver will remain anonymous as now. Agree with above, without change in law independent adjudication will be a farce. Yep, agreed.
Totally ignore the fake PCN so as not to confirm that a driver ever saw one.
But maybe a standard 'put up or shut up' from the registered keeper as a response to the first threatogram may be worthwhile if the BPA ever get their so-called appeals procedure off the ground? Just thinking there may be a few more punts at Court when it first comes in and they think they have Govt backing and all that.
What do others think? Maybe summat like:
'I am the registered keeper of xxxx car and have received your letter alleging that I owe you money. I deny any debt to your company.
As you are a profit-making private company and your demand is not backed by any Traffic Management Acts, Order or Statute, I refuse to recognise your so-called appeals procedure. It is open to you to pursue the matter in the Small Claims Court and if you decide to pursue the alleged debt I expect to receive Court papers within 10 days of this letter; in the absence of any immediate court claim I will consider the matter closed.
I will not be responsible for any additional fees you now incur if you do waste your time engaging a debt collector to harass me. Take notice that I will not enter into any other correspondence and will report any further contact - other than Court papers - as harassment, a breach of the Office of Fair Trading debt collector guidelines and an aggressive commercial practice.
