3 are very easygoing on their lower end phones, plus they do some good PAYG deals to avoid contracts but signal and customer support varies wildly between regions and calls.

Three (3) have improved big style, and improved their network since their launch in 2003, i've just joined 3 and have seen a massive improvement in my 3G coverage vs my previous network which was Vodafone.

Three without a doubt, as long as you don't get greedy and want
an iphoney, and you keep your tariff selection low, its pretty much
a given you will pass if they can verify your details.
