If you mean opening it by walking into a branch then maybe, otherwise if your happy with an online account with a highstreet bank, Nationwide easily beat it with their 3.12% offer (but only 1 withdrawal allowed per year).0

HSBC and Barclays have some of the worst savings rate avaliable on the high street.
Natwest offer some decent fixed rate ISAs (3.7% for 2 years a month or so ago) and some decent bond rates from time to time.
Nationwide, Halifax and Santander are probably the best high street "all rounders" for savings rates from the bigger institutions.0 -
