Tesco Head Office would probably take no action and may even be stupid enough to try to tell you it's a real fine! But you could try going to the CS desk at the Store and asking for the Store Manager. Do not settle for a Duty Manager.
Take your receipt with you and complain. Tell them you spend xx amount per week in his/her store and do not expect to receive a fake fine and scary letters for being a customer who has apparently, on one occasion, parked outside of a bay. No loss to Tesco was caused and you were spending money instore at the time.
Tell them you are minded not to shop there again and are disgusted at the scare tactics used by this company, acting as Agents for Tesco, in the form of unsolicited threatening letters which they bombard the vehicle's keeper with - a person who was not even there. However you're giving Tesco a chance to restore your faith in their customer service and cancel it.
If they do, all well and good.
If they don't, tell them they have lost your custom and tell the registered keeper they must just ignore the letters (pics are in our top thread so it's only a matter of playing snap with each threatogram).
