and also as YOU OWN the original cd i cant see any court trying to prosicute you...what next ....you not going to be allowed to run off copies of photo`s that you have taken??

Thats the difference as originally if YOU take a picture then its YOURS and if someone uses it without your consent YOU can prosecute them, as seeing as YOU have paid a recording artist to use THIER music their within that purchase are certan limitations one being copying music and redistributing it but a personal backup is ok. :)

These aren't new laws, it's because the law is outdated it hasn't taken into account modern consumers' needs. The copyright law is pretty much a cover all no copying at all without the copyright holder/owner's permission. And then everything else in the law are exemptions around that. So extra exemptions are really needed for the digital age. That's why ANY form of personal backup is still illegal without the copyright owner's permission, the ONLY exception being computer application software.

J Davies is right, the analogy scoobs1967 gave isn't valid as you are the copyright holder of photos you take, so legally you are giving yourself permission to copy them. But to use the photograph analogy noone else would be allowed to copy them without your permission. When you buy a cd , you own the cd, you don't own the music. You've bought the right to listen to the music on that particular cd. The law has been like this for years, it's nothing new and at the same time noone has been prosecuted for making personal copies because it just isn't in the public interest to do so. That's why the IPPR are advising the laws be updated.

At least in the UK the BPI are trying to make are current draconian laws more liberal, whereas in the states the RIAA are trying to make their liberal laws more draconian. A while ago the RIAA actually wanted to prosecute US consumers for CD ripping under the grey area "fair use" clause, the RIAA saying it wasn't fair. We're lucky we have the BPI who have said they don't want to prosecute and want to help change the law in a country where it definitely is illegal.
