I am charged 35p/min O2 Mobile charges while abroad.
I think this site is excellent but I have to disagree about the charges while abroad. I work abroad most of the time and while abroad O2 sent me a text inviting me to call 2266.
On calling them the service was free to register with no ongoing charges. It costs 35p to make or recieve a call, I don't text but I know it's free to recieve a message.
I am in France at the moment and I know people have trouble getting a good signal with a French sim, but the roaming service I get with O2 choses the provider that has the best signal.
I don't know about other mobile companies.

can you not get a sim card for the provider you found with the best reception?
'3' have free roaming now to about 11 countries. Dunno which ones though. I'm sure the 3 website will tell you though0 -
The best reception changes within a few miles!0

You might also look into one of the Isle of Man SIMs with free incoming calls0
