PPC or Council.

    The last I heard of PPCs operating as contractors (and this was 2 or 3 years back) PPCs could act in an enforcement capacity but to actually operate the back end parking office wasnj't actually legal and must still be done by the councils own in-house parking staff. This may of changed as I've been out of the council loop for a couple of years now however it was certainly the case 3-4 years ago.

    This Charge Notice ('CN') has been issued because your vehicle with the registration mark ********
    was parked on our clients private property on the date and times shown above and was in breach of one of the terms and conditions for parking. Parked without payment of the parking charge.

    I understand these notices are usually to be ignored I just wondered if it was different if it was a council owned car park? It is one with ANPR, so no barriers or tickets. It is free on Sundays but as there are no barrier my friend though it was free on weekends. There used to be barriers when it was for the council offices during the week but you could park there on the weekend.

    Read the above. If a council is using a contractor the council still has an obligation to process the notice and you still send payment to a council address.

    Anything else you can ignore. ANPR, barrier, inspector or god operated private car park, it's the same. If it's privately operated you can ignore their invoice for an unenforceable contract.

    PPCs can operate council car parks in two ways:
    1) They take it over completely including the fake PPC PCNs
    2) They enforce it on behalf of the council - in which case it will have a council address.

    It really is very simple. The only exception to the following is an 'Excess Charge' which can be either!

    'parking charge notice' (or any version without the word 'penalty') = fake PCN, ripe for using as hamster bedding.

    'penalty charge notice' = real Council issued PCN, if it has a Council logo and Council address, ripe for appealing and winning.

    It's obviously a fake one, forget the ownership of the car park. Your friend must ignore it and if she pays it she has been scammed. If she replies or thinks there is actually an appeals procedure (because the scam invoice pretends there is) then she needs to watch the Watchdog video in the sticky 'welcome, please read before posting'.

    She would be mad to take a CP Plus fake PCN seriously!

    charge notice is their way of trying to make it look official. They're not allowed to use the word penalty because only the state has the power to dispense penalty and the use of it by a PPC is banned and BPA membership is dependant on it. Without BPA membership the DVLA theoretically won't give out the registered keepers details to the PPC.

    charge notice is also pushing it.

    Great theory, they will just use ranger services if it ever happens, still the dvla will give out details to scammers who pay £2.50 a shot, and not give a monkeys about what happens to your personal details, like ranger services selling your details onto to rogue clampers, in fact is there any other sort ? ;)
    Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?

    Yes it was a theory and I think we all know that the DVLA will sell anything to anyone as long as it doesn't drag them down but thats how its 'supposed' to work.
