I was in a multi storey car park today and the signs all said:
CP Plus - Working on behalf of Welwyn Council.
How would this affect any penalty tickets/fines issued. Would they be enforced by the council or can they be ignored?
Conversely my local hospital car park is administered by the local council although it is NHS property. I've always assumed these are enforcible.

Read if the notice says 'parking charge notices' (fake) or 'penalty charge notices' (real) are issued there. Simples.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Sorry, more information required. For example, what is it exactly that CP Plus do? Do they provide a back-office function or are they actually enforcing in the car park? Is the enforcement conducted within the terms of the Traffic Management Act 2004 as decriminalised enforcement? Are the tickets issued Excess Charge Notices, Penalty Charge Notices or Parking Charge Notices?My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

If they go to the council than it's a council-run car-park, if they go to CP Plus than it's a scammer-run car-park0 -

As HO87 posts, what matters is if they are acting for the council to enforce Penalty Charge Notices under the Traffic Management Act 2004 then it is a real PCN, or not! Some PPC's do legitimately offer CEO's services to council's to contract and they therefore can act under the TMA 2004 and as such they are giving out real PCN's... but of coursel the council still handles payment, the appeal process and of course, you can take them to adjudication if required.0 -

looks like a private parking company, and not acting for the council in an official capacity.
Q. What happens if I forget to pay?
A. You can pay on-line or by phone at anytime up until midnight of the day you parked. If payment is not received by midnight your address will be traced through the DVLA and a Parking Charge Notice (PCN) for £70 will be sent through the post.

Thanks. A friend has recently been issued a Charge Notice from the Campus East Lower Car Park and I've said to hold off paying it whilst I try to help her. Do you know that car park too Trebor? Take a look at the ticket, if it says 'Parking Charge Notice' on it tell her to ignore it completely, if the appeals or payment is anyone bar the council, the same advice stands.
