How much to offer....

Hi all,
Another one of these how much do I offer threads, but here goes.
Scotland, repossession, asking for offers in the region of £35,000, 2 bed flat.
Not in bad condition, just needs a bit of paint and tidying up.
Previous owner paid £75k in Dec 2008.
Not buying it to let it out, buying for elderly parent. No mortgage required. However with a landlord head on, there are other 2 bed flats nearby on at offers around £30k, but they do need work. I was thinking of using this to support my initial offer; similar property, cheaper price, same rental income.(wont tell them I'm not going to rent it out)
Any thoughts.....

Do the other properties asking for offers around £30k need £5k's worth of work doing to bring them to exactly the same standard?0

They do yes, they would need a kitchen and bathroom, along with the usual tidying up.0

Can I ask where in Scotland you are getting a 2 bed flat for £30k?

There's a few in Ayrshire, not looked elsewhere, but they will be most places I reckon. 1 bed flats in Port Glasgow for £4k if you're brave enough.0

That's a sweeping statement, care to elaborate ?
Supply and demand, its 30k for a reason and not just cause its a repo.
Flats are cheap in most areas because house prices are so stagnent.
I do not know the area you are looking at but there is a good chance its RUFF. Mind you if your used too ruff it will not seem ruff. lol0 -
Ok, here goes.....
It's on at £35k, not repo would be £45k ish. Regarding the area, RUFF or not, well it's a exLA flat in a rural village, not RUFF, and no, I am not used to RUFF. There are 2 streets in the village of LA quarter villa type flats, among others of course. 3 on the market, this one and 2 others at £45k, and £48k. We live in the same village, so yes, I am a bit defensive, it's not perfect, but not bad either.0
