You can't have a direct debit on ANY credit card - they don't exist. It's not the way credit cards work.
What you can have is a continuing payment authority - with any credit card. You'd need to ask the people you are paying - it's their shout as to whether they would allow it or not. For example many councils take payment by credit card for lump sums at least - but they all make a charge that would be more than the cashback. Utilities may well accept cards - but again you would lose the DD discount as you are not paying by DD, and they might charge
You need to start with the supplier end - not the card0 -

Was going to look to pay my self-assessment online using their Santander Bill Payment option, using my Amex cashback card. However, they don't accept Amex (didn't think they would anyway), and they charge a 1.4% fee for Visa/MC credit cards.0
