Too soon for winter tyres...?

I was following a 60 plate Audi A4 earlier today that was shod with winter tyres.
Now, I fully understand that they give better grip etc at this time of the year, but it was 14 degrees today and I thought winter tyres only worked at their best under 7 degrees?
The tyres didn't look like they had just been fitted either as the wheels were dirty and didnt have any finger prints all over them etc.

don't feed the troll peeps, take a clue from the spelling.
To answer Harveybobbles very good question, i imagine many people have bought winter rubber for the first time this year, so it makes sense to get them bedded in before the temperature plummets.
Very warm for time of year, we should be in bitterly cold conditions already, not as i'm knocking the last few days of autumn warmth.0
