Bank accounts that do FP but not DD

Hate to add to your paranoia but the use of the 3D secure password function is not compulsory for online retailers.
Many don't use it a notable one being Amazon.0 -

Never had any problems with 'unauthorised' DDs in 35 years of bank use.
Are you sure the problem isn't the way your bank checks the set-up rather than the principle of DDsOnce it's gone, it's gone - so remember...

Thats the point though.
Banks don't check the set up of DDs.
The DD mandate is held by the originator.
The OP appears to have been very unlucky in having 3 unauthorised DDs set up on his accounts.0 -

Often the result is that the DD gets set up on the wrong account.
Some firms have now started asking for a cheque or bank statement as proof of bank details, but most don't. Only "reputable" firms can set up DDs, but they rely on data from the customer.

You do know that even if YOU couldn't see it; your sort code, account number and name on your account was always sent by BACS, FP and CHAPS?
If you want to ensure that people to whom you send funds don't have your details use cash or open a building society account with a building society cheque withdrawal facility.
As for DD fraud, the bank will just cancel the DD mandate and debit the originator (company) / refund you. If it becomes a serious issue, the originators bank (sponsor) will remove or curtail their DD facility.

Recent changes to online banking mean that when I send a payee a payment online, they get to see my sort code and account number within the payment reference.
I don't use direct debit, as it's so insecure. All that's needed to set one up on my account are the two pieces of data that are now, thanks to a change, being disclosed to everyone I pay.
Since I've had that happen three times to me (DD mandates appearing that I didn't even set up in the first place) I wanted to verify with the bank that the direct debit system/facility was completely disabled on the account, as I had asked them to do. However apparently it isn't, so the account still has a huge gaping security hole in it now exacerbated by the disclosure of all the information anyone would need to debit it, to everyone I pay.
Their suggestion was to regularly check the account online to make sure nobody has set up any mandates on it, which is laughable. or, to send the payments as CHAPS payments at a cost each time (this is just for paying e.g. gas, electricity, and so on). Or, pay in cash at a bank.
Can anyone suggest a bank account which can make faster payments out, receive them inbound, and which preferably has a debit card too (not bothered about a cheque book) though I could go without that if I have to, but which does not support direct debit?
