I don't see why you can't obtain a court order for the return of your property.

in order to do that I need an address to serve it. All I have is the business address which seems abandoned.

Then that is where you serve it. When they don't comply, you hand it over to the bailiffs and get them to do the legwork for you.

Why is post not being delivered? Besides that, I don't think it matters. People can't avoid debts and liabilities because the Royal Mail won't deliver.

The letter box is behind the security shutter. The shop next door is taking post but hasn't got anyone to give it to.

I thought the issue here is:
a) is it a LTD company, if so what is the company number so we can see if it is insolvent or not. This gives us some options..
b) is it a sole trader, hence run by Andrew Powell. Then you can keep a watch out to see if he is being made insolvent.

It looks like you have another lead thanks to a previous poster, the mother. Maybe you could try to find where she lives?

Do you have any receipts with the company name/number, or the proprietor?

Edit: Just to add it's nothing to do with data protection whether a company registered that domain through themselves or not. However I'm guessing it's an individual.
