So how come he did get the certificate after 6 months? You asked/insisted? And he responded?
I don't excuse the 6 month gap, but I have a certain sympathy for someone who is helping out his son and does not know all the ins and outs. OK, he should read up, but it sounds like he's not even the LL - his son is! And it sounds like (I'm reading between th lines here) when you brought to his attention the law about gas certificates he did respond. Eventually.
Given what China2 says above AND the fact that there now is a certificate, I really think you are on a hiding to nothing.
Really want to have a go at him? Try speaking to the current tenants about tax deduction. If the landlord (son) is abroad and they are paying rent direct to him (ie the LL's bank account) rather than to his UK agent (dad), then the tenant should deduct income tax. Read here.0
