BT BROADBAND not working advice please

Daughters bt broadband not working.
She has phoned several times but still no better.
the last call the chap seemed clued up and said he thought modem was faulty
and would send new one and if that didnt work,he would send a technician
Well a new modem came and its no better pages just do not load.
The comp is fine dialup works perfectly.Well she phoned back and the girl
made her repeat everything and has virtually refused to acknowledge
a problem and wouldnt agree to send a technician after almost 90 mins on phone.
Can she cancel after 14 days persistent fault? would she be any better moving if in fact there is some line problem. advice please.
