If it is unlocked, what 'additional cost for unlocking' are you asking about?
All the handsets they sell (sim-free/contract/PAYG) are almost definitely unlocked.0 -
If your buying the handset alone it would as grumbler has already said, be unlocked.
If you buy it as part of a contract or put in a sim card, it normally becomes locked to that network. If you want to change networks you'd need to pay to unlock the handset. Thats what I've always assumed anyway, my experience on PAYG years back would confirm this.0 -
Contract and PAYG phones sold by CPW/e2save/osps/mobiles.co.uk are normally unlocked unless they say specifically that it is locked. For other retailers it may be not the case as for the phones sold by networks directly.0

Grumbler is right for 99% of the time.
However if anthing is exclusive to a set network (be it the phone model or just a set colour) then that may well be locked, but these are few and far between.
I've had locked phones from CPW in the past, but then again I've usually had unlocked from them too. In fact on one occasion they sent me a phone locked to T-Mobile when I took a contract out with Orange. There a logistics error in there but the phone was locked as supplied to me.0 -

It's called boxbreaking in the industry, although usually it refers to doing it on a much larger scale than one or two phones at a time.
It's frowned upon as it means the operators don't get to claw the subsidy back. It's one of the reasons you are forced to buy a top up now when you buy a new PAYG phone so they at least get some of the subsidy back.

It seems there is a new model known with a very cheap contract and offering redemption. They are making profit from expecting people to forget to redeem back in the allocated slot and make it hard to claim the money back. Once you miss that slot you have to pay the full amount
