Emm firstly lets test internet speed with http://www.speedtest.net/
Choose some random server out of UK.
Post speed results.
If you use p2p applications like torrents... you have to limit download and upload speeds.
Also you haven't said how are you connected to internet and how many users are connected to it.
Maybe there are other persons in house who use constant p2p and take all speed....
Only me using it. We do have Sky but the problems I'm having are recent and we've had Sky HD for over 6 months.

How much RAM is installed?
Download, install, update and run a Quick Scan with Malwarebytes' AntiMalware. When complete, choose 'Remove Selected' if there is anything to remove and Reboot your computer.
After restart, open the program again and go to 'Logs'. Double click on the log produced for today and post the contents here.
Next, download and save both the Installer and the executable of HijackThis and use the Quick Start guide to enable you to produce a log for posting here too. You'll need to install(the installer) and run the(.exe as Administrator by right clicking on the downloaded .exe file and choosing 'Run as Administrator once downloaded and saved.)0 -

Try using Chrome for browsing. You only get from sky 3mbit and only 0.4 upload????? Damn I thought sky is better than talk talk.....

I upgraded to Win7 over a year ago and used IE8 as my browser without any problems.
Initially, I resisted upgrading to IE9 because I'd read about bugs on various forums, however, 3 weeks ago I finally upgraded to IE9.
I then began to have exactly the same problems you are now having. Strangely, I found that pages which were taking an age to load would load faster if I double clicked the links.
After a couple of weeks of problems I decided to uninstall IE9 and reverted back to IE8. The problem immediately disappeared.0
