iCloud storage on Iphone4

My mum has a message on her iphone4 saying 'not enough storage. This phone cannot be backed up becasue there is not enough iCloud storage available. You can manage your storage in Settings'.
I looked at Settings and there is an option to buy more storage but I don't think we want to. I don't know what counts towards iCloud storage so don't know what to delete if anything to free up storage. She has lots of photos and videos she's taken. Do we store them elsewhere on the iphone in an album or something like that so its not part of i Cloud?
I don't really know much about iCloud as its a new feature since we updated our software on the phone.

All your Apps are backed up, which is pointless if they are free Apps or you have them backed up on your PC,
You need to de-select some of the Apps that get backed up, this will free up a lot of space.

Sign up for a drop box account, you get 2GB free and can upload photos straight from your phone to free up space. Dropbox will sync to your computer automatically. !!!!!! are offering 50GB free storage until Dec 2011 when you download their free app, doesn't auto sync like drop box, both can free up content from your handset.
