You won't get a fine. You may get a penalty. Big difference between the two and what the enforcement options are. Fines are pretty important you can be jailed for non payment. Penalties can only be enforced in county court.
I wouldn't bother trying to dodge it just SORN it and ignore any penalty. I've had penalties from the DVLA. They send a few debt outstanding letters then give up if you ignore them long enough.
The police also know that the SORN on my car has expired and they didn't care. It's off road and they didn't take any action. They were enquiring about someone else at my address and did a licence check on the car in my drive to see if it was thiers or not.

If you read the forums defending the penalty means you accept the liability in a way (you have accepted it's your car and you accept it doesn't have a SORN) and they will chase you harder when they refuse your defense. If you defend the penalty it's likely that you will pay to avoid getting a CCJ. Ignoring it seems to make them give up trying to chase you. If you do try and defend it then I would say ignore it initially and if it ever comes to a CCJ hearing then defend it at that time. The judge will not give you a CCJ if you can defend it.

Can't I just say I couldn't SORN it till I had the V5 (that's true anyway right?) and then say that I did send off for a SORN when I recived the V5 and that was the end of that.0 -
