Sellers paypal fee advice wanted

I bid and won an item for £1.99, the postage was specified at £3.50.
When I cam eto pay, the seller had added 50p for paypal users spending less than £5.
I believe this is against the rules, but I'm unsure what to do about it, if anything. I feel a bit of a nit, as he had added this in a different section to the postage, and I didn't notice. So, it is without doubt, my fault fo rnot being more vigilant.
But, can I notify Ebay that a seller is still doing this?
If he'd added it to the postage, I wouldn't've known, and would've paid up, but as the postage was already quite high, I wouldn't have bid if it had been added anyway.
So, what would you lot do?

Yep you are quite right. Sellers are not allowed to surcharge for accepting PayPal. I would contact the seller and explain this and then report them to eBay for surcharging.-->♥<-- Sugar Coated Owl -->♥<--

Yes you should report this. Gotta say though I can understand someone adding a charge to what they sell (already included in price though). Having paypal fee's on top of what you already pay to ebay can make it not worth your while selling low-priced items. I foolishly upgraded to a premier account without really understanding the fees and now they wont let me downgrade (it says there is an option but, after following there instructions, it isn't there). I am in constant dispute with them and keep getting standard e-mails like I'm the idiot!!!

There's a way to report surcharging in safety centre.My TV is broken!

Edit: refunded £515 for TV 1.5 years out of warranty - thank you Sale of Goods Act! :j0 -
Thanks Susplum - I've just sold a load of bits and pieces on e-bay (haven't done any selling for a couple of years so I'm a bit rusty on how it all works) - hadn't accounted for over a fiver's worth of paypal charges .. I've e-mailed them today to say that I can't remember ever asking to upgrade to the Premier account and asking if I can be downgraded - not very hopeful now though, having read your post!

A bit confused about the listing fees and fvf - I assume they are claimed at some point by e-bay - I don't appear to have paid them yet???

If you go to sellers account and view invoice (on myebay) you will find your listing and fvf charges and can pay them easily through paypal.:dance:One good turn gets most of the duvet!! :dance:0

Thanks folks, I appreciate the advice.
The fees do stink, I know; they always take me by surprise too. But as a regular seller, this person must be well aware of teh rules, and is still charging. The postage is plenty enough to cover actual postage costs, plus the fees of listing and paypal IMO. So an extra 50p is a bit of a stinker.
I have emailed to say I will posting a cheque, as I am unwilling to pay his paypal fees. This is a pain for me, and presumably fo rhim also. I can't really see the problem here (well I can see its wrong to charge more for paypal) as £1.99 + £3.50 = £5.49 which unless I'm getting really confused is more than £5.0 -
I would assume that the seller meant the item itself had to be over £5.00 i.e not including postage costs.-->♥<-- Sugar Coated Owl -->♥<--
