    Would you be able to send the £15 Paypal money onto someone with a Paypal account as a 'gift' or 'transfer', or must it be used to purchase something?
    I occasionally send money to a friend who runs a website as an ad hoc subscription and this would be an ideal way to top up.

    Don't keep money in your Paypal account, always transfer it to your bank account as soon as you get it! If you want to 'ring fence' it, just set up a separate bank account for treats, eBay income etc.
