  • I understand what you are saying, but it dosnt change the fact that because the 50% reduction isnt reinstated by default their is a clear disincentive not to appeal. As you said the only cost should be time. They make it free post and free in general so that it wont discourage people to appeal. If they don't offer the reduced amount after an unsuccessful appeal when the council have already offered it then it will discourage people from appealing.

    I'm not sure if your example reflects the situation, but let me put our current case to the extreme and let you judge for yourself.

    If the gesture was 95% off the PCN so that the charge would be £5.50 if paid within 14 days and if your appeal is unsuccessfully the PCN would go back to its full value of £110 which person in their right mind would ever risk the appeal? Like I said I understand your point, but the barrier to appeal is still their, as it is for me now that I had to pay the full amount.
