    having had a quick "google" (our children are both finished uni), and setting aside EU students meantime, I understand that if you have lived in Scotland for 3 years then you are at present entitled to free tuition in Scotland.

    A Scottish resident who studies outside Scotland will be liable to pay the full fees of the institution, but will be entitled to a loan to pay these fees.

    So misinformation seems to be rife.
