Can you do this without really switching, or do you have to close your current, current account.

I dont think you have to close your account, have done this with A&L, and always chose for them not to close my account, only trasferred the direct debits, this offer is even better you have toswitch at least 2 direct debits and pay in £800 for 3 months

I wasn't aware that instant decisions were given
They say they will give a decision within 5 days by email or letter. So nothing to worry about.

I applied and received a confirmation email.

"Thank you for your application for a Current Account.
Where no extra information is required a decision will be sent to you by post or email within 5 working days."

Its an instant decision when applied over the phone and adviser did mention on £200 cashback for switching account over.

I am suspicious of item 2 in the terms and conditions.

"2. We have the right to withdraw this incentive at any time and can do so without any prior communication."

To qualify, you must open a Co-operative Bank Current Account Plus and request a full switch from another provider using our dedicated switching service before the incentive is withdrawn. If you apply online you must request a full switch from another provider within 14 days of the account opening.

To qualify you must switch a minimum of 2 Direct Debits and/or standing orders from your current bank account. You must credit a minimum of £800 per month for the first 3 months from the date of your completed switch. Any switching requests received after the incentive has been withdrawn will not qualify.
