Scratched car: can I claim against my local Authority?

Becoming all too common these daft bollards behind parking spaces, far too low for most people to see!! AND many reversing sensors don't pick them up!
The way I deal with these is either a passenger or I reverse up, get out of the car, visually measure the space and then reverse that amount using the ground next to the car as a guide.
