Scratched car: can I claim against my local Authority?

Just out of interest, how did a 3mm spike cause a deep scratch?

I once had a customer who asked if he could claim for damage to his expensive alloy wheel after hitting a pot hole. I said you may stand a chance if the council were aware of the pothole.
