I have sold a uni textbook on eBay and so far the buyer has failed to cough up the money. I have sent 2 invoices but it has so far only been 3 days so no case yet.
When it comes to the 4th day will I be able to offer the book to a second bidder at their final bid price, assuming they still want it?

I know you can then open a case with Ebay at the 4 day point and then the buyer gets a further 4 days to respond/pay. After that 4th day point you can close the case and receive your Final Value Fee back and relist.
It is tricky to sell the book to a second bidder with a case still open.0

As freddy says. You must open a NPB on the fourth day and can close it to have your fees refunded exactly four days later. If the buyer pays then the NPB closes. If they don't you must close it after four days (not before) and you will get your fees back. If you don't do this you will have to pay for the sale. Only once this sale has been cancelled in this way are you free to resell.0

Is there a way of officially selling to the 2nd bidder? Or do I just need to relist and hope they see the listing.0

Not that I know of, while the buyer is still in that 8 day period. Unless they responded to a request to cancel the transaction.
You might get the option to sell to the second bidder then, but not sure.
It's always a long 8 days and a real pain but relisting should still be viewed by the same audience.0

            Cheers for the answers guys.0

Three days is a pretty short time to be getting antsy about non payment - give your buyer a bit more time - they may have limite access to the internet.0

I'm just trying to figure out my options as I've never had an NPB before. Obviously they could still cough up. But I think they are suffering buyers remorse as the book is specialist for my uni which looking from their address they don't go to.0

2 invoices in 3 days are you joking, if it was me i would be annoyed at getting 2 invoices in 3 days.
what i do is invoice them when they win the bid thats if an invoice has not been sent. by the ebay system.
On the 5th day i would send an invoice reminder and say if no payment is received within 24 hours then i will open an NPB.
this gives them 6 days from winning to make payment which to me is enough time.0

The first invoice was due to one not being sent automatically.0

If you have to open a NPB & they don't pay when it's closed 4 days later you will have the option to offer a 2nd chance offer to the under bidder.0
