What is that pipe sticking out of wall below the boiler flue? **SOLVED**

I have seen this in several houses. I assume it is for combination boiler. On the outside wall below the flue/exhaust outlet of the boiler is a copper (15mm?) water pipe which is a simple u-bend sticking out as if checking the outside temperature.
What is it? If it contains water won't it freeze in the winter?

This outlet, i take it the pipe sticks out and any excess pressure is released to outside?
The one i am refering to is like a copper pipe coming out of the wall and joining a 180* bend and and then going back into the wall. Is this a pressure relief outlet?Problem with having access to internet is that i get asked by many to solve their problemsWell at least i learn something on the way

My set up is idential to your description and is (as stated) the pressure release outlet.
