Topher parking charge notice

I received a parking charge notice offering obviously a reduced fee if paid within a certain time and I kindly declined and now have another letter asking me to pay the full price. They're saying if I don't pay this one it'll increase again and they're threatening legal action and saying it could affect the registered keeper rather than the person that was actually driving the car at the time. Was just wondering if anyone else has had any previous experience with Topher and if so what plan of action they'd recommend. I'll be grateful for insightful replies! Many thanks.

    The Watchdog solicitor (youtube link on one of those stickies) will soon explain the whole scam to you and then you can just play snap with each letter when it arrives and you ignore it.
